Quota in Promotions: Before implementing the policy of reservation quota in promotion in government jobs, the Department of Personnel and Training (DoPT) has requested all departments of the central government to collect data on the inadequacy of representation of Scheduled Castes and Scheduled Tribes.
Officials in the Central Secretariat Service (CSS) who have not been promoted in the last six years are likely to profit from the change. In an extraordinary turn of events in February, nearly 1,500 officials from various Union government ministries gathered at Personnel Minister Jitendra Singh’s office to mark their protest.
Quota in Promotions
On April 12, the Department of Personnel and Training (DoPT) sent a memorandum to all Union government departments outlining the procedure to be followed prior to making promotions reservations.
The Attorney General has opined that three requirements must be met while implementing the reservation quota in promotions policy, according to a January 28 Supreme Court order.
I Collection of quantifiable data regarding the inadequacy of representation of Scheduled Castes and Scheduled Tribes; (ii) Application of this data to each cadre separately; and (iii) If a roster exists, the cadre or the quantifiable data would have to be collected and applied in regard to the filling up of the vacancies in the roster.”
According to the order, all ministries and departments must ensure that the prerequisites are met before implementing the reservation in promotions policy and carrying out any promotions based on it. It goes on to say that the promotion committee must thoroughly analyze the suitability of officers being sought for promotion in order to maintain administrative efficiency.
According to the CSS Forum, a group of government officers, there are 6,210 officers in central government agencies who hold the positions of section officer, undersecretary, deputy secretary, director, and joint secretary. There are 1,839 unfilled posts out of this total strength because officials have not been promoted.
