Webinar hosted on the DDU-GKY’s Captive Employment Policy by Rural Development Secretary

Shri Nagendra Nath Sinha, Union Rural Development Secretary, convened a webinar today (10 March 2022) to promote the ‘Captive Employer’ concept under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). More than 16 Sector Skill Councils took part in today’s webinar, which also drew in more than 180 stakeholders.

Shri Sinha, speaking during the webinar, emphasized that industrial needs will be met through captive employer projects. He also stated that it will be a tremendous boon to the industry and that they must make use of the chance to the fullest extent possible. He also emphasized that rural youth from rural backgrounds should be treated with care. Candidates’ emotional and adaptive requirements must be addressed by the industry since their well-being is vital.

Concerning Captive Employment

‘Captive Employer’ is a one-of-a-kind program aiming at realizing the goal of a dynamic and demand-based skilling ecosystem that caters to the needs of business partners while also ensuring long-term placements for rural impoverished kids. The idea is a boost for the DDU-GKY program, ensuring candidates’ post-training placement for at least six months at a minimum CTC of Rs 10,000/-.

The concept will enable the industry to seek trainees as needed, with active cooperation from States/UTs, and train them to meet their own organizational/industry/subsidiary/operational needs, as well as provide candidates with guaranteed placement. Employers will also be able to choose rural youth and skills and place them in one of their establishments or subsidiaries.

On the 1st of February 2022, a REoI was issued to impanel such ‘Captive Employers,’ and the first Pre-proposal meeting was held on the 21st of February 2022 under the chairmanship of Joint Secretary (Rural Skills), Ministry of Rural Development (MoRD), to provide information on queries of Prospective Captive Employers. The pre-proposal gathering drew more than 125 potential employers.

About Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)

The Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a nationwide placement-linked skill training program supported by the Ministry of Rural Development (MoRD), Government of India. It was launched on September 25, 2014. (GoI). DDUGKY aims to improve the poor rural youth’s job-related abilities and position them in wage jobs in various sectors of the economy. The program is outcome-driven, with at least 70% of trained candidates promised placement, and it is aiming toward minimum necessary certification.

The DDU-GKY program, which focuses on placements, is being implemented in 27 states and three UTs for rural disadvantaged kids. Through more than 2381 training centers, more than 871 Project Implementation Agencies (PIAs) train rural disadvantaged kids in close to 611 employment roles. Till January 31, 2022, a total of 11.44 lakh youth have been trained and 7.15 lakh youth have been placed.
