Cabinet accepts India-Japan Decentralized Domestic Wastewater Management Memorandum of Cooperation

Decentralized Domestic WasteWater Management: The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today has given its ex-post facto approval for a Memorandum of Cooperation (MoC) signed between the Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD&GR), Ministry of Jal Shakti and The Ministry of the Environment of Japan in the areas of Decentralized Domestic Wastewater Management.

Implementation strategy and targets:

A Management Council (MC) will be constituted to oversee the implementation of this Memorandum of Understanding by establishing detailed cooperative activities and tracking their success.

Major impacts:

In areas like Decentralized Domestic Wastewater Management and Effective Reuse of Treated Wastewater Using Johkasou Technology, the MoC relationship with Japan will be particularly profitable. The decentralized Johkasou systems for wastewater management could have a bigger impact on the management of grey/black water from settlements covered by the Jal Jeevan Mission, as well as the mission’s freshwater sources’ sustainability, in addition to a similar situation under the Namami Gange Program. It will assist ULBs in better planning for the complicated issue of wastewater treatment.

Expenditure Involved:

Under this MoC, neither party will have any financial obligations. Case-specific detailed documents, such as Pre-Feasibility Reports, Feasibility Reports, and Detailed Project Reports, among others, may be created to facilitate the activities under this MOC, covering detailed specifications in the respective areas as well as other pertinent matters, such as the financial arrangement of such case-specific program and Project, if deemed necessary.

Point-wise details:

On March 19, 2012, the Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD&GR), the Ministry of Jal Shakti (MoJS), and the Ministry of the Environment of Japan signed a Memorandum of Cooperation (MoC) in the area of Decentralized Domestic Waste Water Management. Based on the principles of equality and mutual benefit, this MoC was signed to promote collaboration for Decentralized Domestic Wastewater Management in protecting the water environment in public water regions and improving public health. 

The DoWR, RD&GR, MoJS of the Republic of India, and the Ministry of Environment of Japan signed a Memorandum of Understanding to improve, facilitate, and expand the capability of Decentralized Domestic Waste Water Management. Decentralized Domestic Wastewater Management and Effective Reuse of Treated Wastewater are the main areas of cooperation. Under the terms of this MoC, the collaboration will be encouraged and facilitated in areas of mutual interest, such as exchanging knowledge and skills on Decentralized Domestic Wastewater Management through seminars, conferences, and capacity building. 

Case-specific detailed documents, such as Pre-Feasibility Reports, Feasibility Reports, and Detailed Project Reports, among others, may be created to facilitate the activities under this MOC, covering detailed specifications in the respective areas as well as other pertinent matters, such as the financial arrangement of such case-specific program and Project, if deemed necessary. Both sides will form a Management Council (MC) to oversee the implementation of this Memorandum of Understanding by devising detailed cooperative activities and tracking their progress.

Background:

The Ministry of Water Resources, River Development, and Ganga Rejuvenation has been planning bilateral cooperation in water resources development and management with other countries through the sharing of policy and technical expertise, training courses, workshops, scientific and technical symposia, expert exchanges, and study tours. In light of continuous India-Japan collaboration, an agreement has been reached with Japan to share knowledge and expertise in the decentralized treatment industry.
