Mushtaq Ahmed Zargar was declared a terrorist after being released following the hijacking of IC-814 in 1999

The Union government has named Mushtaq Ahmed Zargar as a terrorist after he was involved in a series of terror activities in Jammu and Kashmir and was one of the released terrorists in the hijacking of Indian Airlines flight IC-814 in 1999. He is the fourth person to be labeled as a terrorist by the Center in the previous week.

Zargar alias Latram, 52, of Nowhatta in Srinagar, is the founder and main leader of the terror group Al-Umar-Mujahideen, according to a notice from the Union Home Ministry. He was formerly linked with the Jammu-Kashmir Liberation Front.

Zargar is in Pakistan at the moment

He went to Pakistan for illegal arms training and was one of the terrorists freed in return for the hostages during the hijacking of Indian Airlines flight IC-814 in 1999.

Zargar, according to the Home Ministry, has been waging a never-ending campaign from Pakistan to feed terrorism in Jammu and Kashmir. It said he was involved in a variety of terror offenses, including murder, attempted murder, kidnapping, terrorist attack preparation and execution, and terror fundraising.

Zargar, alias Latram, is a threat to peace not only in India but throughout the world, according to the Home Ministry, because of his contacts and proximity to radical terrorist groups such as Al-Qaeda and Jaish-e-Mohammed. The Central government believes Zargar, alias Latram, is involved in terrorism and will be notified as a terrorist under the Unlawful Activities (Prevention) Act, 1967. He is the 35th person to be labeled a terrorist by the United States government.

“Now, therefore, in the exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby inserts the following serial number and entries, namely: 35, in the Fourth Schedule to the said Act, after serial number 34 and entries relating thereto.” According to the notification,

Hafiz Talha Saeed, a major leader of Lashkar-e-Taiba (LeT) and the son of Mumbai terror attack mastermind Hafiz Saeed, was labeled a terrorist by the authorities on April 8. The government labeled Ali Kashif Jan, the Pakistani handler of the 2016 terror attack on the Pathankot airbase, as a terrorist on April 12. If the Central Government suspects a person is implicated in terrorism, the Act allows it to announce the name of that person in the Fourth Schedule.
